
Joe Russell
Vice President of Network Management and Contracting
Joseph Russell, CAE is a health care policy expert with a specialty in community-based care. He has extensive experience in public policy, lobbying, advocacy, managed care, and project management among other areas. He has built strong relationships throughout the country and Washington D.C. through a keen
understanding of strategy, problem solving, and politics.
Prior to joining the Managed Care Solutions team at Strategic Health Care, Joe served as executive director for the Ohio Council for Home Care & Hospice (OCHCH) from 2017 to 2023 where he led a team of dedicated professionals in providing education, technical assistance, and government relations to over 600
home care, hospice, and palliative care throughout the State of Ohio.
During his tenure at OCHCH, Joe also founded the Ohio Community at Home Network (OCHN) in 2019, which was the first community-based and clinically integrated provider managed care network in the country. Since its launch the network has grown in size and has proven that quality and value are the future of health care reimbursements.
Joe also formally served as the policy and advocacy director at the Ohio Association of County Boards of Developmental Disabilities (OACB) where he managed the government affairs and legislative advocacy for Ohio’s 88 non-profit county boards of developmental disabilities.
Moreover, Joe also served as the director of government affairs at Strategic Health Care after serving as Sr. Legislative Aide in the Ohio House for the Assistant Majority Floor Leader, State Representative Barbara Sears. In these roles Joe worked extensively on issues that impact Medicaid and managed care, among other things.
Joe graduated cum laude with a bachelor’s in political science from the University of Toledo, where he focused his studies on health care policy. Joe is a Certified Association Executive (CAE) and resides in Dublin, Ohio with his dog Elvis.
